The Ministry of Women affairs and Child Development was established in July, 1998. It had Mrs Grace Atoshi as its pioneer Commissioner from 14th August 1998 to 2000 and Mr Joseph Audu as Permanent Secretary.

The Ministry has Mrs Lois Emmanuel as the Present Commissioner and Mr Ephraim T. Nya’a as the Secretary.

The Ministry has had 10 Commissioners and 13 Permanent Secretary since its inception.

Function of the Ministry:

  • Seeks to empower women, youth and children.
  • Sensitization on danger of early marriage special attention is to be given to OVCs.
  • Promote greater participation of women in governance.
  • Pay special attention to women in rural areas.
  • Enhance economic self-reliance among women.
  • Facilitate active participation of women in politics.
  • Providing support to Office Victims of Crimes, OVCs through Government and NGOs.
  • Assist the Internally Displace Persons (IDPs).
  • Creat cancer awareness among women.

Conducted Skills Acquisition Training  for OVCs.

Rescued Victims of Child Abuse, Labour and Transport.

Donated Food Items and Material to IDPs.

Mrs Louis

Hon. Mrs Lois Emmanuel, the Commissioner, Ministry of Women Affairs was born on the 15th of April 1965. She is married with 5 Children.

Hon Lois began her Primary School education at Ebenezer Primary School from 1973 to 1979. Her grade II training from 1984 to 1986 in Mubi Adamawa State.

She furthered her Education by obtaining certificates in Home Economics from the Adult and Non Formal Education Institute in Bauchi from 1990 to 1991. She also gained a Diploma in Home Economics in 1999 from Adult Education and Social Development Institute Kumo in Gombe State and an Advance Diploma in Public Administration from Taraba State Polytechnic Suntai and Bachelor in Education Guidance and Counselling from Kwararafa Unversity Wukari.

Mr Ephraim Tikwe Nya'a

Mr Ephraim Tikwe Nya’a

Mr Ephraim Tikwe Nya’a is the Current Permanent Secretary with the Ministry of Women Affairs and Child Development. He was born on 3rd January, 1958 and hails from Yangtu Special Development Area. He is married with 7 Children.

Mr Ephraim started his educational career at the Local Government Authority Primary School Jenuwa Kogi State from 1966to 1972. He later proceeded to Government College Markurdi, Benue State from 1973 to 1977.

He also studied at School of basic Studies University of Maiduguri (SBS) between 1978 to 1982 and finally to Ahmadu Bello University Zaria from 1986 to 1987.


He received an award as Friend of Aids Prevention Club 2004 at the Ussa Chapter.
