The Ministry of Finance was established on 27th August, 1991 and is currently headed by Dr. Jesse A. Ashumate as Hon. Commissioner and Dr. Siman S. Ambita’a as Permanent Secretary.

 Agencies under the Ministry include:

  • Agency for Community and Social Development (CSDP)
  • State Board of Internal Revenue (BIR)
  • Office of the Accountant General

Functions of the Ministry:

Functions of the Ministry include;

  1. Advising the State Government on Fiscal Policies.
  2. Custodian of the State Finances.
  3. Liaising with Federal Government through the Federal Accounts Allocation Committee (FAAC) for Federal Allocation.
  4. Facilitate Loans and Grants as well as Debt serving.
  5. Procurement of Official vehicles and Stationeries.
  6. Facilitate Investments and Financial Securities, e.g. Bonds
  7. Controls the State’s Cash Flow.

Achievements of the Ministry:

Achievements of the Ministry include;

  1. Successfully guided the state Government on Fiscal Policies.
  2. Facilitated State Government Investments.
  3. Supervised the Allocation of Revenue and Expenditure to Ministries, Departments and Agencies (MDAs).
  4. Have ensured delivery of Federal Allocations.
  5. Facilitated Loans and Grants to the State.
  6. Procured assorted vehicles and stationeries for use.
  7. Managed the State finances.

Commissioner Finance

Dr Jesse A. Ashumate

Dr Adi Jesse Ashumate, the Honourable Commissioner of Finance was born on 9th June 1972 and hails from Wukari Local Government Area. He is married with Five (5) children.

He began his educational career at Rafin-Kada Primary School from 1977-1983 and Federal Government College, Wukari from 1984-1990. He proceeded to Ahmadu Bello University, Zaria and University of Nigeria, NSUKKA from 1983-2000 and 2007-2014 respectively.

 Professional Achievements

His Professional Achievements include;

  • MBBS
  • Masters in Public Health (MPH), and
  • FWACP (Public Health)
Award received

He received a Merit Award for Partnership – Dangote Cement Plc.

He enjoys reading and football.
